Part L of the Building Regulations governs energy performance. For commercial offices the requirements tightened significantly in 2022 — and align with MEES regulations for letting.

Part L scope

Part L (Conservation of fuel and power) sets minimum energy performance standards for new construction and major refurbishment. For commercial offices, the relevant document is Approved Document L2A (new) and L2B (existing).

Do tenant fit-outs require an EPC update?

Usually no — EPC is building-level. Where M&E significantly changes, an updated EPC is advisable.

Can we self-certify Part L?

Partial — competent persons schemes cover specific elements (electrical, gas). Overall Part L certification through building control.
